Frank Hall was born in Los Angeles, CA to Leon and Mary (Maizie) Hall. He lived his early years in Eagle Rock and on a ranch near Moorpark, CA.
In 1945 he came to Balboa with his brother, Howard and lived with his mother and grandmother (Eleanor Vallely). He was in the class of 1956 at Newport Harbor High School. He graduated from Orange Coast College with additional studies at Pacific States University and Riverside Community College.
During these years, he worked for his uncle, Roland Vallely, renting boats. When it became time for him to do military service, he chose the U.S. Navy air wing out of Los Alamitos Naval Air station. He was employed by the County of Orange from 1959 to 1995.
He moved to Norco, CA from Newport Beach in 1975 when he married his wife Sharon and adopted her three boys, Steve, Bill and Bob.
Frank was always interested in horses, and belonged to several equestrian organizations. He was National President of Equestrian Trails, Inc. from 1967 to 1970 where he established the first office of the organization in Toluca Lake. He was also State President of the California State Horsemen’s Association from 1973 to 1974, after servings as First Vice President in 1972. What is unusual is that these were rival equestrian associations, yet at different times they both put their trust in Frank.
After retiring from the County of Orange, he became involved in Norco city government and served as a City Councilman for three four-year terms from 1997 through 2009 also serving as Mayor three times (2000, 2004 and 2008).
As Councilman, he held several appointed positions including Riverside Transit Agency (RTA) where he was Chairman in 2007; Riverside County Transportation Commission (RCTC) Commission; Western Riverside Council of Governments (WRCOG) as Chairman 2001-02; Western Riverside County Regional Wastewater Authority (WRCRWA), Chairman in 2001 and 2002; Member of the Western Riverside County Regional Conservation Authority (RCA); Member of the League of California Cities Board of Directors 2008 through 2009 and President, Riverside County Division in 2007; Four Corners Policy Committee and Four Corners Transportation Coalition represent RCTC studying future transportation connections between the four counties of Riverside, San Bernardino, Orange and Los Angeles and was Committee Chairman in 2006; Member of the City of Norco Economic Development Advisory Council; Member of the Military Affairs Committee (MAC) for the Norco-Corona Area Committee which was successful in retaining the Naval Surface Warfare Center (NSWC) in Norco.
At the time of his death, he had been appointed by Supervisor Tavaglione as an additional alternate to the Riverside Transit Agency (RTA) and the RTA Transportation-NOW coalition, as well as a member of the Riverside County Trails Committee for district II and the RDA Oversight Board for Norco.
Frank was active with many regional and local organizations. He was a life member of Equestrian Trails, Inc., the California State Horsemen’s Association, and part of the Death Valley 49er’s. Frank was a founding member and Trailblazer of the Autry Museum of Western Heritage. He also belonged to the Pacific Crest Trail Association and the California State Parks Foundation.
Local organizations included being a founding member of the Norco Horsemen’s Association, formed in 1989, where he served as President in 1991 and Treasurer from 1992 to 2012, as well as parliamentarian and chairman of the scholarship committee. He was active in the Corona-Norco Family YMCA and was President at the time of his death. He was a member of the Citizens Advisory Group at Norco College, serving on the Board of Directors and as Chairman of the Finance Committee for the Riverside College District foundation. He was on the Norco High School Agricultural Advisory Committee. Local clubs he belonged to were Norco Lions Club, RURAL (Residents of Norco Urging Protection of Rural and Animal Keeping Lifestyle), American Legion Post 328, Norco Historical Society, Norco Regional Conservancy, Saddle Sore Riders, Riverside Recreational Trails, and Norco Senior Citizens and Pet Relief Fund.
Frank passed away on June 15, 2012 after battling leukemia for a number of years. Surviving family members are his wife, Sharon of 37 years, son Steve (Brenda) Hall, son William (Kate) Hall and son Robert (Robin) Hall, six granddaughters, Kristin Hicks, Ashley Hall, Heather Hall, Holly Hall, Vanessa Hall and Lauren Hall, as well as two great-granddaughters Joie Lynn and Abbylynn. Frank is also survived by his brother, Howard (Kathleen) Hall.
