Great Park items on Irvine council’s agenda

The Irvine City Council plans to sign off Tuesday on a three-year contract extension for Orange County Great Park Chief Executive Michael Ellzey.

The renewal of his more than $200,000 annual salary will come with perks, including a $750 monthly car allowance and a $250 cell phone and Internet service allowance, according to attachments to the meeting agenda. The contract would expire June 30, 2014.

Ellzey’s contract will be among a package of Great Park-related action items that the council is expected to finalize.

The council will also finalize an agreement between the city and the Orange County Great Park Corp. that would allow the park to apply for state government grants. Because the city owns the property, it must have a long-term agreement with the corporation before it can apply for grant funds.

The grants range from $100,000 to $5 million and come from the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006, or Proposition 84.

If awarded, the grant would be used to fund the installation of volleyball courts, basketball courts, roller hockey and a jogging trail, as well as picnic areas, a vending area and restrooms.

In addition, the council is to approve a $50,000 addition and extension of a contract with Arts Orange County to provide marketing and free public art events in the park as part of Palm Court Experiences 2011-12.

Some of the monthly public art programs will include an outdoor dance event and an experimental performance, “The Car Plays,” in which 10-minute plays are presented inside cars to audiences, who rotate between the cars two at a time.

Finally, the council is scheduled to approve a list of alternative artists for the Great Park’s artist-in-residence program, in which local artists will have studios for six months in the Palm Court Arts Complex.

Because the council members are also the members of the Orange County Great Park Board of Directors, they have already voted on the issues and their votes will carry through at Tuesday’s meeting.

Apart from the Great Park items, the council will also have its second reading of the ordinance prohibiting registered sex offenders convicted of a crime against minors from city parks and recreational facilities.
