Planning Commission approves project near Harbor, Gisler

COSTA MESA — The Planning Commission approved Monday night a development project that will give a facelift to the 4.7-acre area on Harbor Boulevard between Gisler Avenue and Date Place.

The commission unanimously approved a master plan for the site that will bring a Fresh & Easy Neighborhood Market, an additional retail building and renovation to an existing retail site.

“We think this is a great project and is going to be a great enhancement to the city of Costa Mesa,” said project application Bill Lang, president of Commerce Realty.

The site’s plan calls for a 7,500-square-foot retail building with three tenant spaces, a second drive-thru lane at the McDonald’s, and an exterior remodeling for the Nady’s Market liquor store and H & H Laundry.

“This has been a long time coming,” said Chairman Colin McCarthy. “I’m excited to see this project.”

The commission was also slated to consider approving a Chick-fil-A restaurant with a drive-thru, but didn’t get to the item before press time.

•As of press time, the commission was also expected to consider revising its ban on electronic, changeable signs for use at places like Triangle Square.

The changes could be included in a future zoning amendment like restricting businesses to one free-standing sign, banning signs supported by a single pole, and changing the way wall signage is calculated.

Currently, LED signs with changeable copy are banned except through an application process with the zoning administrator, according to city documents.

The agenda lists Triangle Square and South Coast Collection as possible places where a sign could be allowed.

Proposed LED signs at Triangle Square caught the ire of Eastside residents in late 2010 after the shopping center’s owner applied to put up two of them. The owner later pulled the request, however, after residents spoke out against them, according to the Daily Pilot’s archives.
